Maybe.  But maybe the explanation (trying to spin a story around it) is that the Basalt Dissolver's weight is mainly shielding to protect the host mech from damaging itself.  But that shielding tends to muffle the resistance damage dealt.
The Fractured Bassalt Annihilator removes that heavy shielding, but because it did this, it damages your mech when you fire it.
Sort of like "freaking" a Black & Mild Cigar by removing the inner paper core.

Some people like Overloaded EMP.  I'm not one of them, but I've faced someone who uses this weapon in the arena.  If not for my energy-free weapons on my physical mech, they would've beaten me.

Not much of a flex, but it's a start.  This is the torso for my physical mech: I've recently started trying to upgrade that mech because most my time has been spent on my energy and heat mechs....

well I got it to myth. looks pretty good. 180 backfire aint cheap but +15 drain and only 8 weight its pretty solid.

Agreed, I had 2 strokes, 10 aneurysms, a concussion from trying to get the image out of my head by bashing it into the drywall,  20 eye and 45 brain cancer cells grew onto me, my lungs got punctured from the hours of screaming I force upon myself.

2nd week in a row with a good l-m from my arena rewards. Main difference this time is I pushed into rank 10, while last week I got the rank 12-11 rewards. I also really needed a good torso for my 2nd mech, so yay!

Rarity tiers = $ for the developer.
Quite simply, you have to pay to get the best items.
If all the items were available to everyone, the whales wouldn't bother because they wouldn't have an advantage anymore.
Such is the nature of business. The dev needs money coming in to pay staff and keeping the servers going, so the tiering exists.
Sucks, but its reality.
