this is reasonable. they both equal roughly 20%. average to around 19%
now..... 6/100 does not equal 0/32. 
no no no. getting a small number of L-Ms is not the same as getting none. And the only reason you got none is because you just simply didn't buy enough to samples. 
also, 6% and 0% does not average to be 2.5%. it averages to 3%...... not that that really matters. 
 
Also, Drops are different for every player the RNG numbers are put into the system, but are randomized every time you actually use it. I'd probably say this is 90% luck/the will of god and 10% actual numbers. There could simply be a multiplier to the drop ratios and if [by luck] you get a multiplier larger than your sample size, you drops will look like trash. 
I've done programing in drop rates before. I'd usually just have 4 items with their drop ratio doing from 4 for least rare and 1 for rarest, and 2 and 3 for the stuff in between. Sometimes, the drops are good and I'd get several of the rarest items in 10 samples. sometimes, the drop are bad and I can get absolute sh*t after 200 drops. 
The rates are all the same (or should be the same) for everyone. It's just a multiplier to make each individual data point not look like an outlier. The ratios are all the same. 

you mean till 60mill. I dropped to 19mill and I will increase to 40. 

--------- Just a side note -------
NWC is not a "recruiting ground" for Reign.  We allow it at times, but given that we made it to #34 clan in the clan wars this season, I want to reiterate we are our own clan.  And I believe my clan mates are good people that can achieve top ten clan status.
For me, this is more an alliance of shared beliefs.  RR/RF value chivalry highly, like we do in NWC.  RR/RF hate hackers, like we do.

Actually, that would be EFA (34/34/34) and the MPV and LPV (77/22/31 or 77/31/22 depending on which).   
I think EFA is the most underrated torso.  I love EFA.  It's got high resistance in all categories (but not as high in physical as the MPV/LPV).  If your build can support energy-free, it's a good substitute for MPV/LPV in energy-free builds, even though it's not perfect.  It has the highest heat resistance of any torso in the game, too.
EFA plus savior resistance and (for example, heat damage) desolation and heat bomb can be quite formidable in middle ranks.  Like I said, EFA isn't the top torso, but it's still very good.

Here is how I did it.
- Three factories always crafting Epic/legendary
- One factory crafting upgrade kits
Then I would farm Mission 5 in 3v3.  Though you can also farm OD6. This is to get gold and boxes. This was to have stuff to upgrade kits.
 
This is if you have enough gold. Like over 20,000,000.

The game says i dont need premium items beacuse im forbidden to get them so thats why every time i get a legendary no matter if it is arena box reward or something else always good item getting dynamic boots
With some words the game hates  me
Base legendary option gives only epic clan premium box also fortune box not a legendary for a few months and when i get the fortune box from the shop i will show you why i said all this
