Well, rule of thumb is that it's your own stuff -- if you fuse it then it's gone.
If you don't fuse it you can ... well, equip it and admire its beauty in the workshop. Maybe show your friends in private matches. idk. You just don't get to recover the portion of the power you spent in boosting it.

this might be considered off topic/ish, but i remember when i was in arena and i hit my opponent with a hammer from ALLLL the way across the map. i was all the way to the left, he was all the way to the right. i remember flying across the map and hitting him, and then him using(i think it was a reckless beam??..) at point blank range. plus, both of my legs dissapeared.

The reason for this is to have cash carrots.
Ignoring the need to get cash, I think we still need to differentiate primary weapons (e.g. spartan carnage line, sword line) from those secondary weapons (e.g. explosive retreat)
so we will have C-Ds, R-Ds, and E-Ds. Game balance wise, that's the best -- everyone can get what they wanted.
The downside, of course, is that the staff won't get any cash flowing into their pocket. And they need it to happen, because they need to run the server and they need to feed themselves.
