Frantec is by no mean overpowered.
It is just a standard physical item. And as all physical items, its rng driven, as in dmg spread is very wide, and top value is quite high.
Press buton and hope for high rolls is physical gameplay by design and not specific to frantec. And yes it can be frustrating on the receiving end at times, but certainly not shaking rankings, because physical items (frantec included) have way less consistency (due to same reason).
