For the life of me, I couldn’t understand any of Alexander’s posted stats. Understandably, there are supposed to be core stats without the arena bonuses.
Side note: I totally forgot Windigo, and the Molten and Lightning Vests had the same HP. Haha!
By the way, rip Ricemech’s name... 💐

With all the torso buffs, zarkares is powercrept and is no longer the best non premium torso.
Windigo is now much better than zark with less weight.
And now the vests with phys res module will have 160+ res.
I'm going to be honest, if you just keep buffing everything and don't nerf anything like the superb charge or premium heat+energy dual modules, you will have keep on continuing buffing everything, which makes the buff to the item itself obselete since everything will be powercrept and you will have to buff that item again.

Even with the buff Hysteria has a few advantages over Malice Beam - it's still the stronger weapon of the two, arguably. If it turns out hysteria needs a buff, it'll get one, eventually.
 
 
Also, general statement,
Please guys, stop going "why x not y" between weapons that aren't top of their class to begin with. The aim isn't to balance B-tier weapons with each other, we don't want the myth food you have to be balanced with each other. 
 
Simply put, currently, phys is meta and every type has a few weapons that are very good and a majority that are useless. Goal is to bring that useless majority up to par bit by bit while creating a meta where all types of builds are perfectly viable for #1. if you're going to compare items of that majority, we'll never get anywhere 😛

Hardened Platinum Vest could definitely use balancing. Specifically, a buff. It was released months ago (2 years past being remotely useful in PvP) and no one uses it in ladder. It’s resistance is useful for Raid days but otherwise it’s underutilized due to bad stats.

Right now it has been deemed Physical is meta-dominant and as such we've passed over physical items when considering buffs. 

what about 3rd vest? hardened platinum vest?
