Its quite unique and nice idea BUT
i think it will be kinda OP and abused?
Its good thing for F2P to have way to obtain good items such the the L-M swords and flamethrowers which should be only the normal flamethrowers (crimson rapture,ash creator) not overcooking oven and UPC.
But i also i have questions for?
for will these also apply to the modules? Like the C-R mods items?
Will affect all items that start common rarity? 

Honestly common relics are only useful when you have nightmare

I think HPV needs to be buffed. In my opinion, the following buffs should be made:
1. Increase HP from 960 to 1050 or 1100.
2. Slightly increase energy capacity and regeneration.
It's pretty weak, especially in terms of HP, so I hope you agree.
