Yes, and yes, if you're patient.  If you lack the capacity for deferred gratification, then no.

I have my HQ level 15, trying to get it to level 20, and then I upgrade mines, and then I will upgrade factory for epics and chance of leggies.

for base, after HQ upgrade, always do gold mines first as the earlier you get them, the more free gold you'll get
