im a newbie (actually rank 13 but started some weeks ago) and i like some designs in this game like the "Brutality" torso which is also known as the "Godmode". i did a quick modelling of it and hasn't textured it yet, using only a picture of it. im gonna make the legs next and then the weapons and then the drone (following the mech in my profpic)

They're definitely not the same.  And that 18.33% is less than 20%, hence I'd rather not tell people directly that "every" premium pack "will" contain a legendary.  I'd rather explain to people that, statistically, not getting a legendary is more likely in a premium pack.  But of course, this is several packs over time, so one needs to remember this before flipping out when you get a premium pack that's all epics 😇

Some of you may have wondered if building Chance of Legendary in the base is worth it.  So me and my clan, N0ble Warriors, ran some chance of legendary in our bases to see what we came up with.  So far we've run 54 and are going to keep going until 100.
BLUF: Yes, worth it for legendaries, not worth it for premiums unless you're F2P.  Chance of legendary in the base gives more legendaries than the Feb 21 Deal, but fewer premiums.  This is the base chance of legendary data:

LONG STORY: Based on previous study with premium pack rates in February of this year, you get more legendaries.  However, you also have a reduced chance, per 54 boxes, of premiums.  Estimated error rate: 1% or less.  The premium pack study legendary rate was 17.92%, but the premium rate was 6.25%.  This means the chance of useful items in premium boxes is twice that of the February 21 deal.
It's still unknown if February 21 just happened to have higher rates, so if you base this on the previous premium pack study from March 14 of last year, you will get twice the legendaries than this previous study.  In that study, out of 40 premium packs, I got 14 premiums that are worth having.  Legendary rate was 34 out of 200, i.e. 17% (which resulted in a quote of 0.85 legendaries per premium pack).  So the rate of that was still higher, at 7%.
SUMMARY OF ALL 3 STUDIES: you can see how the premium item rate is higher with premium packs but lower in the base Chance of Legendary.  My advice: if you're F2P, build chance of legendary.  During this study, one of my clan mates got an OEMP and I got an LPV.  It's worth it if you don't have wads of cash to throw at SM.

Looks as if the rates aren't so far off premium boxes - round about one in five items legendary, and probably one in four or one in five of those legendaries is worth having rather than myth food.  One for players with a well-established maxed base and the gold that provides, but worth doing rather just amassing more and more gold with very little to spend it on outside grinding the upgrades of items.

I understand what you are saying, venturing into the unknown is very difficult so I will give you "some" advice, however these are just "simple" advice (from my experiences, it is therefore not global) therefore surely not to be used for high level constructions, also to know i'm just only r11 ( on my secondary account ) so my advice is not reliable :

energy cap/ heat cap average adviced : ~610
 Hp minimum stats adviced : ~2500
Resist : you can use matrix, that very decent but use the 3 different forteress is better .
 
About weapon synergize 
I see that you have paired 2 type of mech, the hugger and the scope but it is generally advisable to specialize in a specific range but that is not a reason not to put a melee weapon on a mech that attacks at long distance.
 
Other
The torso is perfect, there is not better. Same for the legs, the massive is the best legs for so many build .
The drone.. there is no better, that very good 👍 
The combo Heronmark+ terrorblade is literally a set of weapon ( with space invader or red rain) used for one of the best builds in the game (currently): heat hugger, I advise you to keep this .
Because from the lack of use of the distance controller it is advisable not to use it, perhaps replacing an basalt armor dissolver ( maybe use the broken version ) instead.
 
In truth for your first construction it's really not bad 👍 

I'm new to making heat mechs (I mostly use physical) but I decided to designed a mech, idk if its good or bad so please don't criticize it too much. also I have no idea if this has been used before.

After a long stuggle getting to rank 5 this 2v2 season I've finally reached it

I am fine but busy like hell. My work is getting even more complicated every day, but I am hanging around. We lose few co-workers giving up due to the work pressure demanding a lot from us and moving to other companies and dumping their work to me till I can get newbies up to speed but that require more than a year. No hopes. 😭🤦‍♂️
About the game...
My daughter and son have been playing my accounts doing what they can knowing they have their own accounts to attend and others game they play with friends. They are 9 and 7 but they do well. I do not know for how long they will keep playing my accounts, but I hope they can play to sustain some basic without stress and screw up their own free time and personal fun with their friends and no getting into trouble with my lady ruler of their free time and education. 🤣
I have been only farming time to time the accounts and the account has been suffering progress wise, but it is the only thing I can do keeping the accounts safe. It will take a long time to max those parts for sure. 😒
Anyway, I have been saving gold and trying to keep 150million range avoiding dropping too much and enhancing parts or better say transforming parts to Myth L1 status. I decided to get one offer with the gold relics in real need and used some premium boxes to collect some meat and help in the transformations to myth status having enough epics at level 30 ready to use the new epics drops from boxes and make new legends for myth transformation. 
I was missing a little bit transforming more than one part, so I decided to go for some old parts on reserve for fun and not going too wild on gold consumption. 
Let see... current gold reserve dropped a little making some power kits to make new legends and myth even it has been fairly balanced not having concerns to drop more and will get focus now into increase some gold reserve then I will start to max out some parts post making enough power kits for it. Right now, OKI is having 148 million on reserve making it decent.

I get that feeling I ended up upgrading alot of epics to get the mythics I have. Easter should be worth it... hopefully? 

Doesn't matter because there's possibly a plan to make everyone use the base. So there will be a day soon when there will not be an option to go without the base.
