how can someone do damage when the titan isn’t even unlocked yet

 

and also how is the titan with 72 tickets getting the same reward as the titan with 171 tickets

From what I understood it's sort of points transfer, for example if someone attacks the titan, leaves and joins other clan his titan dmg "goes with him" even if other clan didn't earn all tickets yet
