Special quests come once a week (sometimes they don't).  The portal will come in more than a month (Christmas, Halloween, etc. will definitely come)

sadly, before we knew but new administration wants to keep it now by surprise. TS had a schedule set for 6 months ahead and was repetitive when will appear the portal and others, so players were ready to save fuel, tokens or else. Offers we knew will come but not what item because used to sell weapons good premiums or just bad things for top players not for lower. It was ok way for many.

what do you mean by top players? what level rank or clan rank? and do these offers not contain items anymore?

how much do they cost?

oh wait you mean every holiday theres gonna be an offer? i thought like every week also do they cost tokens or money

For holidays they do special portals. They also sometimes randomly give portals.
