What part transform to mythical first?

Hi guys 

I can't decide what part to transform to mythical when i get some legendaries. Here is a mech:

Leveling up Recoiler would give me a lot of damage, hot flash would give me energy dmg but legs would give more hp. I don't know what to priorytize.

in this case can be legs.

Legs your stats are low to benefit from hot flash
