Is this just simple luck, p2w or cheat?

So in my clan there are 2 new people who got nice vests as you can see in the picture. One is level 37 and the other is 56. They already had a solid mech, one even had a red rain. Are they just simply p2w? I wanna make sure. I'm sure they aren't cheaters.

so the mechs so i can see if they are full maxed black lvl37 then they are hackers mostly P2W is rarely to find in this dead game nowadays

Good luck having people believe that there’s cheaters in the game, But ya if they have full black maxed mech at that luck high chance possibly

No, they're not maxed or anything. 

I'm certain it's just luck. Was stupid of me to make this topic honestly. Just saw 3 vests being obtained back to back and thought it was unusual.
