When should I activate the base?

Hello, my friends. I want to get some advice about activating base. I have 3 full mythical physical mechs, 1 mythical sniper and 5th mythical heat mech, but without 1 item. I have many unused mythical items too and 15 mln gold behind. Is it enough to start the base? Another question. Is the base needed only for getting legendary items for gold?
