Once your clan reaches the amount of tickets u need for the Titan you can then battle it. You can get tickets by completing new campaign missions and doing side missions, the harder the difficulty the more tickets u get

Your mech is almost all maxed mythicals and you can't beat smurfs?

The biggest problem with your mech though is lack of Regeneration.

range 2 can easily be exploited by duel frantic builds, since frantics tend to hit from 200-700(crazy ikr)

Overall I give ur current mech a 6.5, its ok. The energy and heat cap is fine, regen and cooling looks good. U also need resistance or enemies will tear through ur health like butter, health is also looking low. Just stick to a double frantic build like this:
