it is better that you time to time provide updated of your full account then people can help if good or bad according to your current situation. 
All parts are important as we progress. Later on, people get focus into get the best around.  Depending on your game stage, sometimes we are limited to combine properly not having parts around and we use whatever can use to sustain or elevate a bit the rank but can get stuck for some time in the same rank hopping for a weapon. 
There is not a real good answer for it. 
What I can tell, save parts as many you can if have enough storage. Show them. Also, with them, you might be able to make legendries to use or to make them as food to myth a part.

For a beginner can you list the best items to save and than upgrade them?
You can list any which includes energy, heat, and the normal health damage.

I decided to focus of energy weapons with my mech. So let's see what happens. So far it is good, I just need to get more range with my weapons.

I'm focusing on electrical and energy weapons that take away the enemies energy. What weapons, drones, legs, torso, etc should I focus on finding? 
 
Don't talk about the high and massive items because I'm just a noobie right now.

The reality is that every mech combo does have advantage over another. 
Now. if I will pick one mech that it is superior in overall functionality for the majority of things to do in the game
it will be the Heat hugger. That does not mean can't lose. It is a mech that can lose even with R7 mechs. It is a mech that can be use in full for portals, raid, farming, 1v1, 2v2, 3v3 pvp fights, war.  Others mechs can do some but limited for other stuff. 
For engines use premium combined items and phys. heat energy fortresses and plating. Torso MPV

Another question is what is the best mech set up?
Best:
Weapons for top and side
Legs
Torso
Engine parts
Drones
Etc.

Basic it is to poses 3 mechs. Normally need to be strong in all areas. 
To be able to join WAR, you need to be in a clan with other members. 
Clan WAR normally is based in 24 players vs 24 players. Sure, it can be a bit lower but because it is based on 24, maybe a 24 clan can end up with 20 clan and the game might repeat the player to combat. 
You won't be able to join as solo. Well, actually can but can't fight.
To get 3 mechs, it is not difficult but will be just maybe kind of fake mechs to allow you to fight at least with a basic one.
Lower ranks play like that. No choices. 
Just farm and save parts
 Below example of farmed parts
Torsos. In purple are EPIC parts, in blue are RARE part and gray are COMMON parts. If you are new and no decent parts around, you can pic 3 of this The torso it is a torso that can help to move forward to top rank. It is not a waste of development. 

Legs if not decent around you can use  the one in yellow that it is Iron boot. 

Side weapons can be any to start and because is fake in some ways it can use any that might work 

Top weapons pick any

Drones pick any available

Special items pick if can

Modules are important. use as much can use 

 
Just require farming as basic or will say grind for gold and will get parts. 
Do not forget that you need to join a clan with other people. That mean that you will have to walk away of your clan and enter to any that play war. 
Not all play war.

I'm new here and to the game and want to join the war room in my club but they say in order to join I need three mechs but I only have two made and don't know how to creat the third one.
