I mean I wouldn't say that. there is about 200-300 playing at all times in arena and most people tend to play campaign. I haven't had the chance to play arena because I've been busy, however I'm still grinding campaign and doing raid. Takes less time.

It is referencing another game, concord, that is doing far worse. 

 

The game concord cost about 400 million usd and it was shutdown after like a week because of the lack of players.
