Two reasons:

• The game is unbalance in the arena when searching for your opponent
• There are a lot of smurfs.

when less players, the game match with out of natural ranks based in 2 ranks down or 2 ranks up. 

When less as example, I have been rank 10 vs rank 2 or R9 vs R1.

Some old pro players are semi- retired or retired and play every other week or one time a week. Not on purpose, because they do not play, their ranks went down a lot but when connect to play, they have powerful mechs to move up as they were playing at R3-R1. 

Some players also no longer play at top but they still using some powerful mechs and some are players advancing naturally and became powerful enough to move up but players from top side push them down to lower ranks affecting lower ranks. 

There are many combinations that affect the match maker but one that affect more it is smurf's "players abusing ranks for wins"
