As time passes, you will stop receiving offers like that. As for the Exclusive 4000 token offers, It appears like every month. So, start saving 4000 token for another month.

Yep. I have actually. It was rare offer. Years ago. I think it was 3500 tokens for $20. Came with other stuff. That was a once in a life time offer. Didn't spend mush after that.

There is another offer

At early stages of the game related to account level, the offers are lower like the one you got. 

At some level, "I forgot" if is around level 70 or so, then the type of offers like the 4k tokens will start to show up. The 4k tokens offers it is for general public and the one you got it is more targeted to you. I get different offers apart of general. 

As Jam mentioned, the 4k offer it is the only one a bit more predictable and show up 1 time per month normally starting the 3 err of the month around the 17 of the months.
