Question, should I use Hardened Platinum Vest or Hollow Spectral Armor?

I like the platinum vest and i upgraded it, but a lot of people say it's one of the worst.

Hollow spectral, it is almost equivalent to its energy and heat version so the hardened platinum vest have so low hp for the weight and imbalance stats ( however hpv is decent in raid )
