Distance Shredder goes well with just about anything now, so it's a good investment to look into if you want to make it into the high ranks.

No it is still pretty OP in the ranks between 25-5. It just isn't the meta item in rank 3-1 anymore.

I play in rank 9-5 a lot so i know what exactly the meta items in there. Don't just think one item isn't in the high ranks meta anymore doesn't mean it is completely useless.
