To be honest and fair, anyone with less than 200 cooling is already doomed.  I'd say by the time you get to rank 5 you should have at least 300.  META seems to be mechs with 325 or higher, not to mention you often meet people in top ranks with more than that.

And dual vandal mechs are already a thing, combine with hammer/recoiler and corrupt/flaminator/HHC and they're pretty crazy.
